Why is it so difficult in illinois to obtain employment in early childhood care and K-5 teaching?

Question:any advice to give to someone entering this field in obtaining employment within a school district? is it who you know or who knows you even for this type of career? My sister is trying desperately for the past several years to get into a nearby school(any within 25 miles) and has to go thru the district rather than to the individual schools. when she does this she has a resume' along with 5000 others for the same job! Any tips for her? is this field really that filled with educators? She has also been told that if she gets a masters degree she will be overqualified and even more districts will "overlook" her? is this totally ridiculous? She really is VERY good at what she does and has a lot of experience forom places such as kinder care and baby-sitting, but noone will hire her.

HAVE HER TRY CHILDREN'S HOSPITAL,OR BIG COMPANIES..THEY SOMETIMES HAVE DAY CARES FOR THEIR EMPLOYEES..GOOD LUCK
Because government is saying now more than ever k-5 is the most important grades. That kids learn more in there life from K-5 opposed to 6-12.
