Answers:
i think that in choosing a college or university, you should also consider the course you plan to take. colleges or universities have specializations. go to the college or university where the course you want is their field of specialization.
are you a senior high school student? i think that it is better if you would discuss this personally with your career counselor. yes, you are right, you should consider your grades. however, your grades only reveal your academic grades. you should also take into consideration your field/s of interest, skills, abilities, and financial resources.
most of colleges and universities accept students with an average of 85 and above. however, even if your grades are high, if you do not take their entrance examination, you are not qualified to enrol there. so, do not forget to check the deadline of application at the website of the colleges or universities you have chosen.
i did not (as i cannot) directly answer your question but i hope i was able to help you in this aspect. again, it is better if you will discuss this with your career counselor, guidance counselor, adviser, even your parents or caretakers! =)

I'm in my senior year at York College in Pennsylvania as a chemistry major. I got in with a average of a 94% in high school (my HS didn't do GPA calculations) and an 1120 on my SATs. I have a 3.02 overall GPA in college now. York is a good college if your looking at any medical, science, or computer field and its not to hard to get into. The college is expanding and getting much better. Last year they finished a multi-million dollar new gym. Tuition is low - it is a private school - smaller in size so you get a lot of help from the profs.
though i don't know which country you are live in and want to read in ,i thought that if i were you ,while if i can chose again ,my chose would be 'the higher the better.
because i had been in a 'citi owned' school in beijing and i felt that my environment of academic is not so good as the 'country owned'.
finally, your classmates and roomates is important for your style of life as well as your manners.
