What are the constrains holding back creativity in a preschool curriculum.?

Question:In a sense, what is holding back the teachers from going out all creative in their lessons or during curriculum

I believe children learn through hands on experiences. However, the school that I currently work with has many restrictions that hender my ability to offer some of the activities. Such as not allowing the children to take their shoes off. This means that there can not be any sensory actitivities involving their feet or toes. Such as stomping in a mud puddle, putting their feet into a tote full of rice, making foot prints with paint. The school and the parents worry to much about the children getting soiled. I tried to send a note home asking parents to send their children in play clothes but the school rejected it. The children have to wear smocks, their sleeves have to be pulled back, and I have to make sure that they do not get anything on their faces, hair or clothing. I spend my days wiping faces.
