get someone you know (like your father or a male friend) to pick up the phone and threaten him (lighly, no insults like he's gonna get beat up^).
most likely he will be scared and not call again. (^ again this is just to scare him and have him back off)
simple just call your phone company or visit its website and ask to block in the number in question. Its like $5 bucks but thats a small price to pay for finally getting rid of the annoying kid.
Tell your parents, this kid could have mental problems and be stalking you. Get parental help, ASAP!
