State boarding schools are rare in the UK and I would be surprised if students could join them from overseas. Mostly boarding schools are independent, ie you have to pay fees, and there are usually entrance requirements, eg passing various examinations.
Don't see why not as long as they can pay the fees. (I'm sorry I read this question wrong first time as "skate boarding schools". Time for another coffee I think).

i think that depends on the school and/or state. some schools allow only the locals some states dont allows internationals to go local school
i didn't know there was such a thing. but if it is state then it means that taxes pay for it, so they might not accept you and accept other people who have payed into the taxes first. you'd be better applying for a private or public boarding school.
