I can't help you with your question but I do wish you luck with learning and I think it's great you are interested in your family background.
You can probably get cheap bagpipes from ebay. But, if you're really interested, I'd consider emailing a letter to 'The Daily Record' (a Scottish newspaper) asking readers for advice on how to play the bagpipes complete with your age and location. I'd imagine people would be keen to help someone with an interest in Scotland. You can get an email address from www.dailyrecord.co.uk and you might be surprised by the information you receive.
First of all, you don't need a set of pipes now. You need a practice chanter and a good instructor. If you're still with it a year from now, then it will be time to look for pipes. By then you'll also know you won't be buying any rubbish off EBay (way overpriced Pakistani junk). Your instructor will have contacts to steer you in the right direction for a decent set of pipes.
For those that say it's not hard to learn, I notice you're not a playing piper. Enuff said there !
I would advise you to look for a nearby pipeband. They often give free lessons to beginners with the idea that you will stay on as a contributing member and repay your lessons by teaching others someday.
Everything Ironbrew said is spot on. Start with a non-Pakistani practice chanter (looks vaguely like a recorder), later move to the pipes. Work desperately to find an instructor.
