If these concerns are "common knowledge" around campus then you must make sure all grown-ups know about this teacher. As everyone else has said you need to report and record. I think the Principal should be told directly so that he/she has been put "on notice" (a legal term meaning that we reported this). No female student needs to be ogled, or even worse, inappropriately touched, by any male teacher.
There are too many excellent male teachers out there who could do this job properly. This guy can be replaced.
Document (write down) any activities that seem off base to you and others. If others witness these things too, maybe you go as a group to a trusted counselor or assistant principal or principal to talk to them about your concerns.
