There are two sorts of scholarships here. One is an appointment to the Naval Academy (Annapolis). To do that, you must apply through your Senator or Representative. Your counselor at high school will know how to do that. The Naval Academy is "full ride".
Then there are NROTC scholarships, which are administered at different colleges where there is Navy ROTC. For that, I would suggest speaking either to your JROTC commander OR a Navy recruiter. Some of these are full, some partial.

Talk to your commander in your JROTC. He/she will be able to answer all of those questions. If JROTC will do a scholarship then he/she should help you fill out paperwork for it.

With the Naval Academy, they chose you, you don't choose them. You have to be recommended by a congressman or a senator to get in, I think.
At any rate, talk to your JROTC leaders or to a recruiter and get the straight answers. The Navy will pay for your education, as long as your grades are good, and you make the ROTC meetings. When you get out, you will have a set number of years to serve, either as naval doctor or in some other field. Corpsman is an enlisted person, for the most part. It has been some years since I was in the Navy.
Just talk to the guys in charge and get the correct info, soon. You have some decisions to make with your life.
