What did Picasso mean when he said "Bad artists copy. Great artists steal"?

Question:I want to know the context in which he meant that quote. If anyone has any insight please let me know.

this is just what i think, bad artist copy exactly everything, while on the other hand 'great' artist steal the concept and turn it into something better
The concept of his quote is, a bad artist reproduces what is already there in form of style technique and so on, A great artist takes others concepts and makes it his own.
IT's pretty easy, see, BAD artists merely take some art and copy it outright, line for line so nothing is different, just a copy.
Now an ARTIST, like, say Dali (get onto his web collections and see this,by the way, he was a WONDERFUL artist), would take the original.and...tweak it, change something so that it was uniquely THIERS.
Dali's take on Rembrandt's self portrait is a good illustration, it looks exactly like Rembrandts own, but Dali added his own 'elements' to it.
It may be a something done before, but the true artist will make it thier own just the same. Just as I took Michaelangelos portait of the pope, copied it exactly..except he wasn't reading the bible,he was reading a girlie mag (you could see the legs).
