I would take Hell. It just seems like there would be a lot more parties than in high water.

Hell is forever and floating isn't hard.
Hell is forever, water has to come down sometime.
But actually the quote is "come hell or high water" meaning no matter what happens I am going to do what I set out to do.
I prefer the water... though I don't think this is exactly what the quote means :o)
