I kind of agree with that quote. The group of committed citizens will make a difference, but they won't be able to "change the world," necessarily. What they can do is show people the consequences of their actions and open their eyes to what is right and wrong. For instance, there are some extreme environmentalists who are very big on recycling, but there are others who really couldn't care. Therefore, those people do make a difference in the sense that there isn't as much waste as there could be, but not that they have changed the world to get everyone to recycle.

Ordinary citizens usually have to band together into large groups in order to change anything at all... Heathrow trouble, the way the mailman crams everything into the box, etc.
The large group of citizens need organization too, so they'll need to elect a committee or leaders and then hammer out what they REALLY want and how to get it.
Then they can do their best. Sometimes it actually works; I have seen it myself, though only through large groups working non-violently.
