What does it mean when people say "I'll see you in the funny papers"?

Question:I've heard this expression a lot, but I don't get it.

That's sounds like somethin, I don't know, Charlie Chaplain would say. I've never heard that expression before and who calls the comics the "funny papers" in 2007? That sounds like something outta the 1920's.
It means that their name is Ziggy and they are an unhappy little man that you will see when you open up the comics. I don't get it either!
