I think the implication too is that the runaway horse (as with any animal) will at least use all its natural faculty/instinct to not endanger itself even going at full speed or in an unclear destination/direction - picking up on the idea that we have the added faculty of reflection and so would be careless not to use it.

Not sure if you get my meaning, but it's what I read into it as added meaning.
Being on a runaway horse is dangerous, but living a life without reflecting & thinking about what you are doing with your life is even more dangerous!
