Yes on a material level because it might be (Fools Gold) Iron Pyrites. and on another equally important level perhaps the golden memories that sparkle of shopping with your late mother would surpass all the glittery trinkets and baubles that she brought for you. Is the memory of the mates you went to the Mall with more precious than the gold earrings you brought home with you? When someone sparkles is it because they are gold? only you know. There are those who say it's not the destination that's golden but the memories of the journey have fun finding the Journey and destination quote.
Glitter glitters and is cheap and worthless, Sequins glitters and is cheap and worthless, Fake rhinestones glitter and they are worthless. A fake glitter and shine are worthless.
It probably refered to the miners when they found fools gold and it just turned out to be a good metaphor
well i dont know that we always think that glittery things are good, but i know that i like pretty and shiny things like diamonds and glitter and fireworks etc..they make me happy even though i know that they are things that make this world suck because of what is behind them in being made and what we have made america stand for, pretty things instead of reality and sacrifice

That reminds me of the analogy in the Tibetan Book of the Dead.... Once someone passes on the soul comes to a fork in a/the path. One branch shows a brilliant light and so does the other - BUT one is a/the reflected brilliance of the original first one in a mirror. Through acquired wisdom the soul then has to decide which path to take... to distinguish the true from the false image.

If the soul decides on the first light, it is no longer bound to incarnate again. If it chooses the reflected fake image, it then has to descend again into the material world.
"all that glitters is not gold" means that things that you see and may not be as they appear to be. They look attractive but you may be fooled. Other comments along those lines are "don't judge a book by it's cover" (you don't know what's on the inside so don't make a judgment), and when people say the grass is not greener on the other side...meaning things are the same there as they are where you are now.
