To me it means that the world revolves around an axis, i.e. it is the central force of everything. Love is as bold as the axis.
Hendrix said a lot of things, he was stoned half of the time. You have to realize that out of this stoned period, Hendrix like most singers, start to do the whole go against the power thing. Most likelly he means that we as simple and idiotic sheep and followers of the man (government) are suppose to whenever we have a problem or there is a problem, ask the government what to do or how to handle the problem. The axis most likelly stands for the establishment. Now as stated before, without other lines, it is a pritty blind statement, but it is most likelly sarcastic statement.
