i'm interpreting this quote as rather ironic actually. diligence is careful planning and persistant hard work and effort, which almost seems the opposite from a simple stroke of good luck, which usually comes about without the person doing anything. good luck can just happen to someone, without them enforcing it. so perhaps benjamin franklin is suggesting there is actually no such thing as 'luck', but simply that all good things come from people aiming and trying hard for them. they don't just come naturally. hard work creates (hence the word 'mother') good fortune later on.
