I'm not sure but I think it is less about what the bird is saying and more that it is saying anything at all. I always thought the bird represented how even if you live through the most horrific experiences, like those of Billy Pilgrim, and you can be altered beyond recognition the world will go on turning just the same. People will always do some bad things and birds will always sing and you have to deal with that reality.
