What is meant when someone says "I do not think so" for an event to occur?

It means the speaker is contradicting with the other person. It may be present. past, or future depends up on the situation.
Most offen, in my experience, it means they are too lazy to educate themselves in order to make a more enlightened comment about a situation. Otherwise, people would be more definitive in ther statements. Of course, somtimes people are simply uncomfortable going the additional step conversationally. Maybe the person who says so, just simply avoids saying '' No'' ? It depends on the situation , on the person, etc.
