It's widely attributed to Confucius in online sources, but if you look at the "Analects" of Confucius on Project Gutenberg - http://www.gutenberg.org/dirs/etext02/cn... - there is nothing like this phrase.
The other common source cited is Eleanor Roosevelt. Here are a couple of examples:
