I don't think anyone knows where this saying originated. I remember my deceased mother quoting this saying and said she had heard her mother and also her grandmother quoting this as well. My deceased father's family lives back east who stated the saying has been passed down from generation to generation.
The meaning is a metaphor on how life can hand you storms, trials, tribulations but at the end of those trials and tribulations is a rainbow which represents God's love and promise (God gave Noah a rainbow to promise he would never flood the earth again).

I think it was Ireland and that Leprechauns live at the end of the rainbow constantly searching for it but when i was in Ireland i heard that if u ever catch a Leprechaun then u can shake him and he has to tell u where he buried his gold lol.
