A wicked person, when faced with little or no opposition, can harm multitudes. Think of Hitler, Stalin, Saddam.
I would imagine it means that if one person does something it can easily be copied by others and therefore, affect all people.
It basically means the evil done by one person can affect a lot of people; possibly the entire world. Case in point: Adolf Hitler. His pursuit of a "master race" was the one largest cause of World War II -- a war fought on four continents that killed millions of people (not counting those Hitler had put to death during the Holocaust) and causing mass destruction that took years, even decades, to repair and rebuild.
I think it's along the lines of another saying that goes one bad apple spoils the bunch. Meaning if one thing is bad then it ruins it for all the others. I guess it would be along the lines of like if someone ruined a public plaground, the city wouldn't put up another playground un fear of the incident occuring again.
if a man does something bad like cheat or scratch himself in public other non-men may stereotype all men to do this same bad thing...
