Where does the saying "Shame, Shame, I know your name." originate from?

After lots of research, I've concluded that no one is really sure where it FIRST came from. It was popular in the 1990's because it was quoted in several films and many kids started to stay that in playgrounds across America.

We don't hear it as often now, but in the 90's children would sing it as a tune to playing jumprope or running around a local park.
I have never heard that saying! But it sounds like something the Puritans or the Pilgrims would have said !
