HELP! How do you interpret this quote?

Question:"The worst folk song is superior to the best symphony."

It is from Ayn Rand's novel The Fountainhead. It is a quote from Ellsworth Toohey.

You don't have to know the book to answer, i just am a little stuck with this quote and am not sure what exactly it means.

Ellsworth Toohey had a contempt for genius, and he tried to demonstrate that contempt by degrading those with unusual talent, hence, this dissing of classical composers. You'll recall the bit about 'collecting souls.'
