How do you explain the quote " You can lead a horse to water but that does not make him a duck."?

Question:And NO, i do not mean the popular saying, "you can lead a horse to water but you can't make him drink"!!!!!

Answers:
Just because you've given someone what they need to be something new, some people will just never change.
that is silly silly very silly.
Horses are not excellent swimmers as ducks are.
I would say that means you can help someone be able to do something, but that doesn't mean they will be good at it.
because horses drink water but they can't fly?
I think the 2 statements are equivalent. Worded differently, but meaning the exact same thing.
..sometimes my lady friend seys things in sutch a messed up way, i can not answer or respond or reply with anything remotely associated with reason, or logic, or intelect, and I say something nearly as confounding as this [that] back to her..
.. it's just a way to shut her up..cause her to engage her mind.. push her buttons..
.. two tottalaly stupid 'exchanges' in a singel conversation [?] usually solves the problem.
It is the compilation of two phrases "You can lead a horse to water but you can't make him drink." This means you can give someone opportunity's but can't force them to take the opportunity.
The other phrase is "If it looks like a duck and it Quacks like a duck than its probably a duck." Which means with the evidence given, the most likely answer is the obvious one."

It seems to mean to me that the person that said this, didn't really mean anything by this phrase, because it doesn't make any sense
