As for the shirt its a play of words...since it is on a female shirt it would mean "all hands (male hands) on deck (on my chest)" Like a girl telling a guy to get to "work" on her in a sexual play way.

Well I don't know what the shirt is trying to insinuate but the phrase "all hands on deck" was used by ship crews. It meant all hands available were needed to tie masts, steer, throw water out, release the anchor (all tasks you need hands for?). hands are connected to people therefore all people are needed. I guess hands could have been used rather than "all people" because of different ranks, this was saying anyone and everyone help! But I'm not too sure...
