I don't know of any sites like this I just wanted to say that I think it's great that you are encouraging your daughter like this. I don't see where there would be any problem as long as you are monitoring the chats(as you said you will). Children with disabilities deserve to live as much of a normal life as they can. People can be stupid and cruel when it comes to these kids. You sound like a great mother who is doing everything she can to make her daughters life great. This is your child and you make your own decisions for her, but personally, I would look at this situation keeping the general population in mind and asking this question...
"Would you let a non-disabled child video chat with strangers online?"
I personally would answer no, and would only let your daughter chat with relatives. If they aren't available, no chatting. That's life.
If she really needs some kind of computer simulated video chat, hook up a video camera broadcasting yourself from another room in the house. It only involves having a video camera. The camera-to-tv cord should be included!
