You'll need to do some checking with regard to the individual school/school district. Unfortunately, getting reliable information is difficult. But here's some hints:
>find out how many children are in special ed classrooms and how many children with disabilities are in regular classrooms. I fthe majority are not in regular classes, you DON'T want that school--because that means they are warehousing disabled children and not making a real effort at inclusion
>Similarly, don't allow your child to be put uder an "IEP" if she is at all able to handle the regular curriculumn. If the school isn't willing to put her undera Section 504 accomodation, even though she can do the course work, tis a bad school
Take a good hard look at Minnesota. Either the Twin Cities, or the Fargo, N.D./ Moorhead, Mn area.
I am a member of many groups, boards, discussions, etc over the past 5 yrs and I have to say that NO STATE is good for special ed.

There have recently been lots of articles in Wall Street Journal about the corruption of special ed in schools.
