Special ed pays better, but it takes a very dedicated person to work in that field. I generall tell folks that if money is one of the factors they are considering when deciding to go into special ed over other areas in education, then special ed is not for them. Ask anyone in this field and they will tell you that the money is not what got them there...it was the students and the drive to make a difference with kids who need this typs of help. It is exhausting, frustrating, paperwork intensive (IEP,s semester reports, alternate forms of state testing) and at time disheartening. But the teachers in this field see the rewards far more than the challanges...and money isn't the reward they want the most.
Special education pays the most when it comes to education professions below college level teaching but it takes a "special person" to work with special needs children. Your heart as to be in it or else you will be miserable. Don't just go into a field because you can make a lot of money, find something you love. Also pre-school teachers in a private instiution will make pretty good.
It all depends how you choose to go about it. I think generally you would make more working with students with special needs-however it all depends on your level of education and who you choose to work for.
If you want to work one-on-one with a student, I suggest trying to go through a human services agency, rather than the school system.
