What is cumulative deficit?

Question:Educationally speaking not economically. (special needs)

Answers:
I'm not completely sure but I think it refers to the extent to which a social and environmental deprivation effects a child's overall development. Most studies try to assess how or if kids can be 'caught up' once this deprivation has occurred.

Again, I'm not 100% sure but that has been my interpretation.
