Standard deviation method?

It probably refers to curving the class to the bell curve (normal distribution).

Basically, only the top few grades get A's. Even if there were 20 scores in the A range, only the highest few would actually get the A; the rest would get Bs or Cs. Most of the class will get Cs, and some people will assuredly fail, simply because their grade was lowest in the class.
