So your scores are a bit below par-- with your good GPA you do have some chance, but a higher SAT score would be better, of course. Try to get leadership positions in some of the clubs at your school if you can, because the more of that kind of thing you have the better, anything that can be called "leadership" or even generic "extracurricular activities" are essential to college applications. And study a bit for the SAT and take it again-- you're better off even having taken it once, because now you know what to expect on the test (rather than going in blind) and people often do better on a second try just because they're more familiar with the test format and more comfortable.

You need at least 1800 to have a high chance of getting into Washington state. When I first took the SAT, my score was low in the mid 1700s but then I got the sat guide from TutorFox: http://www.tutorfox.com/satguide.html... and my score went up to 2190 (800 math, 760 writing, 630 reading).
