As far as learning good English is concerned, Canada is an excellent choice. Their English is clear and well-constructed. I could not think of a better place to learn it.
If you like Vancouver, you have intuitively chosen a place you will never forget as long as you live. It's breathtakingly beautiful. By all means, go there. You won't regret it.
Canada in winter is, of course, a cold experience. I would imagine this doesn't surprise you.
As for "cheap": Not exactly. It isn't expensive either, though. You'll find Canadian prices to be quite average, western prices, much like what you would pay in Europe, the US, Argentina, or Australia/ New Zealand. On the other hand, it's significantly cheaper than Japan or the UK or Scandinavia, and a lot more expensive than India, Mexico, or China.
100% Vancouverite here. 33 years here in Vancouver area and 1 year in Edmonton, Alberta. Vancouver is not cheap to live in really. If you go to ALBERTA. it is Booming right now screaming for people, but NO housing. Ontario is a great place to be as well. Toronto is HUGE. Ottawa is a BEAUTIFUL city, very clean. The federal Gov't is there. The capital of Canada. PLEASE come to Canada...
Canada has 2 official languages. English and French. GO to Vancouver, you won't regret it. It is a beautiful City as well. There are diversed cultures everywhere here in the lower mainland. You will have to search for the cheap places to live. Some provinces are cheaper to live in than others. I know here in Vancouver area isn't that cheap. We have excellent Universities here.
The SFU, UBC and Kwantlen University. There are many colleges as well. Douglas College, Pitman Business College. BCIT and many others. I would seriously consider comming to Vancouver BC. You know what. Vancouver isn't that cold in the winter, not like the rest of the provinces. We rarely get snow. If we do get snow, I get excited, because it is rare.
