Is there an exchange student program where you can pic a specific town/city?

Question:Because I think I am going to be an exchange student in England... and I was wondering what place would be best if i can't be in London I would like a town that is close to it

Answers:
I don't know of any program that offers that type of placement except Aspect -- and then it's not THAT specific. For Aspect students coming to the US, they can pay more to be placed n a specific state, for example. Their sign up deadline is earlier also.

One reason for this is that it severely limits the ability of an organization to place a student.

BTW: I would recommend a country where you get another language. Immersion is one of the primary benefit of an exchange year, and it would be a shame not to get that since you will be investing so much time, effort and money.
Most likely, you won't get to pick the town or city. The agency has to find a family who will host you, and also a school who will accept you, and there might not be either of those in the town that you request. You could see if you can pick a certain region, but you might just need to take what's offered. Even a rural community will be so different than what you experience in the USA, so it will still be a great experience. Good luck with your year abroad!
