If your country has a good relation with US...yes, go and apply for F1 and then come back here...it's cheaper.
But If you are for example from Iran ...you better get things done here...apply for the school, get the form I-20 processed, upon approval by the school, file adjustment of status (check it on State.gov/forms) and go to school.otherwise if you apply from outside the states...only back ground check takes about 8-10 months!! While you could have completed at least one semester in USA.
