Studying Abroad for Master's degree?

Question:I really...really want to get study abroad, why? cause i expect could add a knowledge especially Hydraulic and Water Resources Engineering. I hope any college can be received me without considering my GPA, I would do the tests if they want.
Can I get sides job while i studying abroad? cause i have a little problem with my study funds.
Please give your suggestion about where (college) i have to take my master degree in Hydraulic and Water Resources Engineering.
May be this questions are sounds like joking or stupid questions, but this is serious question..

Since it is apparent English is not your primary language, perhaps you should contact the country you originally come from as to what opportunities they have, since getting a master's degree would be easier in your native language. That is assuming you are in the US and want to study "abroad", if you are in some other country then you need to decide where "abroad" you want to study, then contact them for information.
