Which of the following japanese universities offers the best LLM program, assuming language is not an issue ?

I can tell you Toudai is the most aimed-for school in all of Japan. If you get into there, (assuming you can overcome the language barrier and the rigorous entrance exam) then you pretty much can get any job you want in all of Japan. I do not know much about their law programs, but I do know it is the most prestigious school in Japan. good luck taking the entrance exam. It might be easier for you though since they make the test mostly in English in order to torture the Japanese students even more lol.
