as a canadian i caneasily answer this question. you DEFINITELY want to study english in toronto, montreal is in quebec where the official language is french-canadian french (not parisian french: there's a big difference between the two), so studying english there is by and large a waste of time. go for toronto, where the city is english speaking. hope this helps.
