Please backing me I want to do a student exchange?

I really want to do a student exchange to England or Germany. But I don't know if I need to run German to go to Germany. How much would I necessitate to save up? And I plan on taking German winter quarter at college. I am going to be taking the foregin language check soon. So, I can get into the German class. I am going to see if my college have a German club to join. Can any one assistance me PLEASE?
