In general the best italian universities are in the north of Italy with the exception of Rome. I don't know much about Bari University but I don't advise you going there anyway 'cause people from the south come to the norrth to study. Maybe Naples university is not that bad. But the best are:
Bologna, Pisa, Padova, Roma, Firenze, Milano, Genova Torino.
Usually classes start at the beginning of october but it also depends on what you are studying and where. I think there is no general rule, every university has its own regulations and this is true for the deadline too. It usually is the beginning of september.
