Hmmm... what do you mean by passed IELTS test? IELTS only gives scores, not pass or fail.
There are only 42 (soon to be 43) universities in Australia, all of them are fully accredited and they are tightly controlled, therefore the quality and recognition of their graduates are equal from wherever university you are studying from. The most important thing is you have to READ the course information carefully, since some courses may have the same name but different content. Nursing course is offered by most universities in Australia.
To find out the latest info abt course that you are interested in taking and where it is offered, I suggest you to go to the Dept. of Education, Science and Training website (http://cricos.dest.gov.au) or IDP Education Australia (www.idp.edu.au). It will give the list of institutions that are able to offer courses to international students who wants to continue their study in Australia. The info abt fees and requirements are available from the universities' websites. Please make sure that the information you are accessing are the one for International Students.
Once you got the offer from the uni, you have to pay the required fees stated in the letter of offer. Once paid, the uni will issue an e-COE for you to bring to the Australian High Comm/Embassy to apply for student visa. You can get the information abt the documents required from the Australian Embassy as well.

I cant say that it is easier to get student visa here than any other countries
There are still a lot of applications to fill,&medical check ups to do
And it takes time to be approved by the Australian embassy
But if you compare it to a country like United States
Yeah,its easier
The tuition fee &living expenses varies here
It depends on the uni you're enrolling&the city you're going to live
For example, my sister&I are both international students in Australia but in different uni&city
She lives in Brisbane and its more cheaper than me living in Melbourne
As for tuition fee,even every major has different fees
