I have an Idaho license too, and I've looked into an Oregon license. You can apply for a transitional license, but then you won't meet requirements for highly qualified.
To get a regular license, I've noticed a few differences. I know they require you pass a constitutional law class or something like that, and for my content (I'm secondary), there's an additional Praxis exam.
And plan on being fingerprinted again.
