I believe it should be the first argument. Students should be allowed to bring their phones to school, but they should remain out of sight during class time. If a student brings a phone to school they should be responsible enough to leave it in their locker, or bag during the day. The phone should be on silent, or turned off as well. The students should know not to text during class, or use the phone to cheat on an exam, as is happening.

Schools do need to make sure they have developed a concrete ruling on cell phones and that all staff - administration included- follows the same protocol. If students are not allowed to use phones during class time, than why should the teachers be allowed to?
As a parent of a high school student, I want my daughter to have her phone so she can call me when she needs to be picked up. There are times she is at the school past when the office is open. Also, if there is a crisis in her school, I would feel better if she was able to get ahold of me. As a teacher, I know she should not be using the cell phone during a crisis and I would certainly not want her texting or receiving calls during class. It is unbelieveable how many people (not just students) who don't seem to understand that their cell phone has a vibrate function and they don't have to ring during meetings, movies, or dinner.
As a teacher, I feel safer when I have my cell phone with me. I keep it in my pocket on vibrate and do not answer it during class. Those who think that students are entitled to the same privileges as teachers are wrong. Teachers are adults. Adults have privileges that children do not have. I imagine that parents who feel this way wouldn't feel the same way if someone told them that their children should be entitled to all the privileges that they as parents have.

Ideally, students should be able have phones and control their own usage. Unfortunately, the temptation is too much for most students. It's a constant battle to keep the phones out of sight with the ringer turned off. Phones have become major disruptions in most classrooms.

Surprisingly, some of the biggest offenders of cell phone use in school are the kids' parents. You would not believe how many parents insist that their children answer their phones even if they are in the middle of class. My students have actually been punished if they didn't answer phones when their parent called. Normally students entering inside school level doesnot require any moblies. If they are entering inside college level it is required depending upon there usage not hurting anybody.

Moreover if mobile persisting the disturbance in class or any studying activity, it absolutely restricted in class and can put a order for not bringing inside the class.

Final point of view avoiding the mobile inside the exam hall is also important. There is motive of reciving the answers outsiders through messages.

Because these students follow a norm different from those in college. Their schedules are more routine. Once they enter school campus they should be under the school's authority. If the parents do want to contact their kids, they should through the School Authority. Forget about a direct contact through phones, I don't think any school would allow parents to go directly to their kid's classroom.
Stricter discipline is followed in school. College is always more liberal so college students may take cell phones to college but use it responsibly.

I am a teacher and administrator in California so I think I can speak with authority on this.

In most states kids are allowed to have the phones on campus. They may not have them turned on during the instructional day, period, over and out! If they do they are confiscated and must be retrieved by a parent a few days later. The problem comes when the phones have camera's and mp3 players. No student in California, with out the written permission of the site principal and the Superintendent of the District can have a camera or take a picture on campus. It is a felony, that includes video footage as well.

I was serving at a school a couple of years ago and a kid video taped, with a phone, a cop being hit by a student. The student was arrested, spent two weeks in Juvenile Hall and was then charged as an adult. He was expelled and forced to graduate in another distric and at a continutation school. The police are also suing his parents as he posted it on the internet. That is some kind of wire crime. The kid will never be able to vote or get a government job.

Now what do I think...I wish they would all self implode as they walked in the building. They do not need them for any reason! I went through 13 years of school and never had a phone, they can too! Both of my daughters got their first phone at 17, they have never had an mp3 player. They had no computers, phones, or video stuff in their rooms. My married daughter with kids thanks me often for setting a good example of behavior for her and her children.

Some schools just buy a small device, like they have at ballparks and stadiums to block the dial tone. It is turned off as the day begins and back on at lunch. The kids are so daft that they do not get what is going on. Employees have sued but all of them have been thrown out of court as it is a school safety issue and the administration can determine on their own discression as to what is safe and what is not...thank the Lord!

Becasue they are a fact of life, and the parents view the phone as a way to side-step their parental responsibilities, I think the best policy is to allow them to use the phone before school, after school at snack and lunch. I have seen that really work. It teaches the kids some responsibility.
