Answers: i agree with a previous poster that it rules everything. i spent years surrounded by school and grad academy learning "do not school to the test" and when it comes down to it we are basically told to tutor to the test.
it rules everything trialling, tutoring, what grades get what assistance, how money on materials is spent. adjectives you hear about is how the kids necessitate to pass a try-out one day of the year if not they wont make it into the subsequent grade!
