Answers:
People's Republic of China can do anything they see fit to limit their population. By the way, it is not LIMITED, it in ENCOURAGED. If you only have one child, your child is guaranteed education, jobs, In certain provinces, you can apply for a second child under certain circumstances. Like in Beijing, if you are a single child you can have two children of your own. In some areas if your first child is a girl or is disabled you can apply to have a second child. In other areas, you can pay a fee and have up to five... according to what I read. I didn't realize it was that many. Also, fertility clinic business has increased since having multiples on the first birth instance is not forbidden. And going outside the country for gestation and birth, then returning with a child isn't forbidden either. So what this means is..the rich who can afford to do so, have more children. :)
