2. If you want to design computer systems you may not require the learning of programming. The language(s) and style may be different or unique when you are finally employed in the use of or planning with comoputers. Learning programming now may be premature. It will certainly be helpful if you want to work in applications. Programming languages for applications all resemble each other and the programming techniques and tools resemble each other across many applications.

3. But if you're asking whether you should learn computer programming to solve real-world problems (at home or for your current employer), there's a simple answer for being self-employed or having a personal use for the computer, and a different simple answer if you're already with an employer.
When it comes to solving a personal challenge (like at home or for an original technical idea), you will, for most situations find some "off-the-shelf" computer program or system that solves the problems you have in mind. It is rare, but possible you'll have to learn computer programming for your unique self-made situation. (Look first for the software being sold.)

On the other hand, if you're thinking your present employer could make better use of you, or you'd be more valuable to your bosses with this education, the answer is very dependent upon your career path and whether your employer encourages you in that direction. For that feedback, you need to ask.

You don't say whether you've already obtained advanced instruction in management, accounting, or a technical field like astronomy, engineering, or chemistry. Computer programming can be a help in any of those areas, or it can be a distraction if you want to have a job or career where you deal primarily with people. It is only very unusual jobs where you can deal both with computer internals or operations and people. You may have to choose between those two types of careers.

If you are young, you may need career counseling, and only someone familiar with what you want can give you advice that is not too slanted to that advisor's experience.
