Most states require a Master's in Education, so your undergrad degree won't matter too much. Depending on what you want to teach (i.e. high school history), you probably want to major in that subject or specialty. If you want to teach early ed (k-6), any undergrad degree will do. Majoring in development, especially early development will help you better understand the theories taught to new teachers.
