I noticed on the JET program it says you don't have to know Japanese to be accepted (which sounded crazy to me, although I've been doing some self-study on the language) but have a B.A. degree and been through a teaching program?
Would it be possible for me to double major in English and Education so as to become an English teacher in Japan, then, when I returned to the U.S., teach English or elementary school? I really know this is what I want to do, and that I deeply want to do both.
Is this the right choice of majors? [And I'd heard double majoring means you'll be in college for ten years!?]

If I were you, do your double major in English and education... and make sure you take some ESL methods courses, too.
When you graduate, apply for the Fulbright exchange - go to Japan for a year and teach/assist in a classroom. That will give you a taste of teaching internationally, give you contacts there, etc.
No, it won't mean you're in college for ten years! :) 4-5.
I am not sure about your Japan questions, but double majoring does NOT take 10 years. I have seen some people get out in 4 years, 5 tops.
