I teach 2nd grade and right after Christmas we do 1 letter a day until we get all the way through the alphabet. We practice regularly during that time and once we hit the letter Z, they are no longer allowed to print in my room. All the signs, all my writing on the board is switched on that day to cursive for the rest of the year.

The previous answers are correct. Sort of. That's when they teach it in school. But you said "should". The truth is that no one actually needs to be able to write in cursive. Not ever. Not for anything. Since other people do though, it would be very helpful to be able to read it.
