If it's a regular practice, then I wouldn't want to teach there and I wouldn't want my daughters to attend that school.

No, I don't think so. This would not be a common practice in schools here in Canada. Our average age of grade 12 student would be 17 or 18, and very few of them misbehave. They are usually quite sensible because they realize they are in their last year of school. This is not to say they don't ever talk in class or fail to do their homework because sometimes they do. If a student was extremely rude, or disruptive, she would be asked to leave the class, be sent to the principal, or in an extreme case, be suspended from school for 1 to 3 days.
In the United States this is considered corporal punishment and a teacher would be fired for it.
