It is the job of the teacher to make sure everyone feels safe in your classroom (emotionally and physically). I make sure that all students are treated with respect in my room, by myself and other students. There are absolutely no put-downs allowed (I don't care if that's how they "play") in my room. Every question and idea is honored equally.
I make sure my students know that they can come to me about anything that makes them feel uncomfortable and I will do my best to mediate the situation. The students also have to trust each other. That means that they need to know their classmates, so depending on others in various group settings helps to foster that.

Security. The students have to see you under control at all times. Having a smile on your face and a gentle but firm manner all help. Are you talking about the students feeling secure or are you in a high crime area and you want to feel secure. That then is a school or district issue.
